STUDENTS AFFAIRS RULES
Dear Students,
The Governing Council of the College hereby enacts the following Students Affairs Rules and Regulations and shall take effect from 1st day of September, 2022.
1. Students Registration Procedure.
1.1. As soon as the College resumes, students shall ensure that they pay all required fees through the College portal or any other electronic payment, or by manual direct purchase which must be presented to the Bursary department to obtain original College clearance receipt confirmation;
1:2. The College may from time to time require students to pay fees through manual procedure due to certain reasons which for that purpose, shall be announced through a public notice pasted at some conspicuous places on the Campus and by addressing same to all Deans, and Heads of academic Departments.
2. Admission of Fresh students.
2.1. Fresh students shall obtain Admission letter and plead copies of the following items as documents submitted for Registration:
i. Qualifications
ii. Certificate of Local Government of Origin
iii. Clearance Certificate from Admission Officer.
2.3. The Clearance Certificate shall qualify the candidate so admitted to proceed on payment of fees and the said certificate will be used to obtain endorsed registration forms.
2.4. Forms not endorsed by the Office of Dean of Students Affairs shall not be accepted by the College for registration.
2.5. In the case of returning students (200 and 300 levels), they shall report at the Students Affairs Office to obtain registration forms with clearance from the Admissions Office.
2.5. No registration shall be allowed without a Medical Certificate.
3. Pregnancy Test and General Medical Test.
3.1. Every female student shall submit pregnancy free certificates obtained from a credible medical center.
3.2. Every male or female Student shall submit a physical fitness clearance certificate which is also a requisite Qualification for registration.
3.3. After completing the registration quadruplicate forms, a copy shall be deposited at each of the following designated offices:
i. Office of the Registrar.
ii. Office of the HoD of the particular Student.
iii. Office of Dean of School of student.
iv. Office of Dean of Student Affairs.
4. College Clinical Registration.
4.1. Every fresh student shall register with College Clinic.
4.2. Every student registered with clinic shall have access to primary health care through out his or her stay in the College.
5. Library Registration.
5.1. Every student shall register with the College Library.
5.2. Student without Registration with Library shall not be allowed to access library.
6. Late Registration:
6.1. Failure to complete registration formalities as and when due shall be penalized by paying late Registration fee fixed by the College Management.
6.2. Fresh students with evidence of late admission shall be exempted from being penalized for late Registration.
7. Students Identification.
7.1. Students Affairs Office shall ensure that every student obtains College I.D. card.
7.2. The I.D. card is supposed to be on every student at all times.
7.3. Loss of ID card.
In case there is loss of an ID card, the student shall be report the matter to the Dean of Students Affairs but the concerned Student shall be required to pay for the replacement of the I.D. card with affidavit sworn to in the Law Court of competent jurisdiction.
8. Sports.
8.1. Every student shall have access to sports without discrimination in sex except sports specialization by sex.
8.2. Students shall be free to participate in inter-college sports games and competitions.
8.2. Students shall be required to pay sports fees whenever desirable.
9. General rules and regulations for students as well as hostel regulations.
9.1. Any act of indiscipline or noncompliance with College Rules and Regulations shall attract punishment of refund of missing fund, or payment in lieu of loss incured, late fees payment, rustication, or suspension from the College as the Disciplinary Committee may recommend.
9.2. During trial before the Disciplinary Committee, the College Management may suspend a student pending the outcome of the Committee findings and report.
9.3. Every Disciplinary Committee Report shall be subject to Governing Council decision on the matter.
10. Student’s Publications
10.1. Students’ publications should be registered with the College Information Officer and the Students Affairs Office.
10.2. Unauthorized publication must not be published and it is prohibited on Campus.
10.3. Any students’ publication (e.g. notice letters, articles to the press on issues affecting the College) shall have been approved by the Provost through the Dean of Students Affairs.
10.4. A copy of any students’ publication must be submitted to the Provost and the College Information Officer through the Students Affairs Officer.
11. Channels of Communication.
11.1. Any student who is not satisfied with his course, examination result and other academic matters shall first of all direct his/her grievance to the Head of Department and if not yet satisfied by the decision of the HOD, the Academic Board with a letter endorsed by the HoD shall be forwarded to the Provost and where the decision of the Provost disatisfies the complainant, the academic Board shall take final decision on such academic matter.
11.2. Other students’ welfare related matters should be channeled through the Dean of Students Affairs to the Provost.
12. Fighting, Assault and battery.
12.1. Fighting among two or more students on Campus or at practical centre is prohibited.
12.2. Assault and battery are prohibited.
13. Smoking, alcoholism, drug abuse, and drug addiction are prohibited.
14. Cultism.
14.1. Cultism is prohibited, and such suspect shall be reported and handed over to the nearest Police authority for prosecution.
14.2. Cult meetings of students of Golden Heart College of Health Science and Technology, Moloko Asipa within or outside the College are prohibited.
15. Ethics, Hygiene Practices and Academic Activities.
15.1. Professional Ethics are required to be complied with in conduct of the College Students from time to time.
15.2. No student shall be allowed to throw, dump or litter refuse on the floor of any place on the Campus.
15.3. Dirty habit is prohibited among all students.
15.4. No student is allowed to eat in the classroom or use the floor of any place other than toilet as urinal
15.5. Indiscriminate defecation and urinating are prohibited on the campus.
15.2. Absenteeism is prohibited.
15.3. Noise making is prohibited in the academic environment or anywhere on the Campus.
16. Student Unionism, Associations, Clubs and Societies.
16.1. Power or chatter to establish, register or constitute students Union or Students Union Branch or chapter, or any other students Association or its chapter shall be by the approval and registration by the Governing Council.
16. 2. Student union body whose membership is open to all students of College of Health Science and Technology, Moloko-Asipa, Abeokuta shall provide the means of participation, training for leadership and expression of corporate student views without violence.
16.3. The College allows the formation of clubs and societies within the student population; and all clubs and societies formed by the students must be registered as recognized bodies through the Dean of Students Affairs by the Governing Council. 16.4. No club or society shall be recognized or allowed to function or operate without the written approval of the College authority as conveyed to the organizer through the Students Affairs Directorate
16.5. Whenever in the opinion of the College Management, the students union, an association, a Club or a society on Campus constitutes nuisance, trouble making, violent in action or endangers lives or property of the College or people in the larger society, the Council shall prohibit it and impose fees for the damages caused to property or injuries caused to lives
17. Students Exit.
17.1. Any Student wishing to be absent must take permission from his or her H.O.D to cover his/her absence from lectures; such exit forms are available with the office of Dean of Students Affairs.
18. Staff/Students Relationship.
18.1. The College encourages good and mentoring staff -student relationship that is mutually beneficial toward academic pursuit but shall not condone any other form of relationship that may result to being unpleasantry to either party undue relationship is seriously prohibited.
19. Student’s Orientation and Matriculation.
19.1. At the commencement of an academic session, all fresh students are expected to undergo an orientation programme which normally takes place in the first week of resumption.
19.2. The orientation programme is intended to expose new students briefly to the whole range of services and privileges available to them as members of an academic community.
19.3. The programme is designed to suit them in settling down and adjusting to College life.
19.4. As part of orientation, fresh students are able to familiarize with the Provost, the Registrar, other principal officers, Deans, Heads of Department and other senior academic and nonacademic staff.
19.5. All fresh students are expected to matriculate after completing the registration exercise following full payment of all fees.
19.6. After Matriculation ceremony, each student is issued with a matriculation number which he or she is expected to retain and use throughout the duration of his or her course of study for official transactions, correspondence and examination.
19.7. Admitted students must ensure that they are matriculated, failure of which; they shall not be recognized as bonafide students of the College.
19.8. No more admission of any fresh student in the academic session after matriculation.
20. Rustication.
20.1. Any Student found guilty of cultism shall be summarily dismissed from the College studentship and shall be rusticated.
20.2. Any Student who commits the offence of alcoholism, fighting, smoking, drug abuse or assault and battery shall be rusticated.
